1982年毕业于辽宁工业大学自控系工企自动化专业,1983年入读东北大学自控系硕士研究生,1986年入职冶金部北京钢铁设计总院(中冶京诚)电力室任工程师,1989底入美国堪萨斯州立大学电子工程系攻读博士学位,1995年入职Microware Systems(Iowa州)任软件工程师,1997年来硅谷,入职索尼北美研发中心,任高级工程师,1997年加入NetScreen任资深工程师,技术负责人,部门经理,2003年随NetScreen 加入Juniper Networks 任高级经理,总监,安全事业部研发副总裁兼Juniper中国研发中心总经理,2013年回硅谷联合创办HoloNet Security (全息网安),任CEO。

Frank is a tech industry veteran with more than 20 years of software development, architecture, and management experience in networks, security, and cloud computing. He served as the Vice President of engineering in Juniper Networks’ Security Business Unit and General Manager for Juniper’s China R&D Center. In these roles, he oversaw the development, testing, launch, and engineering support of the multi-platform ScreenOS product line (from NetScreen acquisition), which generated revenue of $500M per-year at its peak. He is known for pioneering the virtualization of Juniper's major security product, SRX, and jump-starting the company's cloud-based security initiative. He was also responsible for the development of a large part of Juniper’s next generation firewall SRX products.

As the General Manager for China R&D, Frank expanded and developed a small platform group into a 200+ person team and world-class engineering center, responsible for the complete ScreenOS product line, contributing to more than 10% of Juniper’s overall revenue. During the transition of the ScreenOS product from the US to China, Frank led a young team to revitalize the product, which had degraded due to a serious quality problem stemming from post acquisition management turmoil, and regained the trust and confidence from customers, generating over two billion dollars of revenue for the company in the following years.

Frank joined Juniper Networks through its acquisition of NetScreen Technologies, where he held various roles including technical lead, architect, and management positions. He served as the key architect and project lead for NetScreen’s largest release (5.0), during which he co-architected and re-designed the company’s primary product, ScreenOS. He also drove a series of innovations, such as security zones, route-based VPN, and global address books. As a result, NetScreen gained significant market share to secure the market leader position in the network security industry.

Before joining NetScreen, Frank was a Technical Lead in Sony Research Lab in San Jose, California where he led a team to define and build home networking products based on 1394 Firewire. Before Sony Research Lab, Frank worked as a Principal Engineer at Microware Systems, which built set-top boxes based on the company’s real-time OS-9 operation system.

Frank obtained his PhD in Electrical Engineering from Kansas State University and Executive MBA from Tsinghua University. He holds two US patents and serves as member of Advisory Board for two startups.
